apple tree

Question

Apple tree is at least five years old, only stands to about 3 1/2 feet tall, as never grown an apple. Gets half day sun. What can I add to soil to enhance the growth and production? I grew another 3 feet away at the same time, but that one died after 3 years, for cross pollination. I need to give it some kind of help or get rid of it.
