Apparent dying of small branches on my ornamental cherry tree. It started last summer, and in spite of flowering this Spring, it h

as started again. What can I do to halt further spread? Should I remove all dying growth?

Flowering Cherry are susceptible to disease and pests.
This is likely a fungus disease. Prune out any dead material and dispose of.
You can apply a fungicide.
