Any Ideas What Could Be Doing This To My Lawn?

I thought it was a cat but not sure, whole garden has a 6ft fence round

It could be a cat, but it looks too perfect. It looks like something was set there for awhile, and the soil underneath has contracted a mild infection.

Otherwise, sometimes infections can present themselves under wet conditions, though not usually in such perfect form.
