annuals when garlic is dormant

I live in Georgia, so garlic is a winter plant. Can I plant annual veggies in the bed during the summer while it is dormant?

The only concern may come with watering, as this could prompt the garlic to come out of dormancy early and too much could cause the bulbs to rot.
