Amur Maple Tree

We had to cut down a very large Amur Maple tree last fall. We continue to get suckers coming from the stump. How would be the best way to remove the stump since it is full of water? Roots are intertwined with the phone line.

You may need to call in a professional tree stump remover (as well as the phone company) for this one since the phone line is involved.
