Alpaca Manure

Question

I have bags of fresh Alpaca manure and have been told I can apply direct to the garden plants without having to wait for it to compost down. Is this correct? Also, which month or season is best to do this? How thick should it be put on and do I need to water on top? Any other advice about this would be very much appreciated. Thanks
