Allen Chickering Sage Not Growing

In one part of the garden the sage is doing marvelously but just can’t be the way it just won’t grow

Is it getting full sun? Sometimes plants right next to each other will have different cultural conditions. It needs little water, also. Inspect the plant for pests such as aphids or spider mites, which can stop growth.
