Q.All The Flowers On My Budleia Have Gone Brown Almost As Soon As They Appear

My budleia has been inundated with sparrows and the like since before the flowers came out. I could not reach to prune the highest branches so I assumed the birds were after the seeds in the dead flowers. However since it started flowering, there have been more and more birds and now all this years flowers are dead. They hardly had time to bloom.
