Have you been fertilizing the shrubs? If not, an all purpose, slow release fertilizer such as 10-10-10 may help. They are susceptible to scale insects and spider mites so check the leaves and stems for those. And if the trees did not get enough water during the winter, the damage could just now be showing up.
