After Tilling a Raised Garden Bed, What Are the Next Steps?

We inherited a raised garden bed that was very over grown with grass and weeds and such. We have tilled it, now what are the next steps to ensure that our garden will be a great garden?

Add a lot of organic matter for nutrients, lay sections of newspaper over the unplanted areas to keep weeds to a minimum.
