After forcing tulip bulbs indoors, can they be transplanted outdoors in the springtime, and what month is best? I live in southern Colorado.

Yes, you can. Since these plants are accustomed to cooler temps, I would do so as soon as the ground is workable enough, though hold off until freezing weather has passed in your area.
