If your tree is old, this is just part of a natural process – as the tree grows, the roots get bigger and come up out of the soil. If the tree isn’t very old, it’s probably a sign of thin topsoil. Although the tree might be more prone to falling over in high winds, it’s really more of a cosmetic problem than anything. You can try adding a thin layer of topsoil and planting a groundcover like monkey grass to hold it in place and hide the roots, but it won’t hurt the tree if you leave it as it is.
