Q.Above Ground Concrete Garden

Years ago on PBS I saw a show about a chef who grew all his veggies in an above-ground garden.  I believe it was in the New Orleans area before Katrina. Anyone else see the show? Where can I find tips for this type of garden (waist high, no stooping)?

I would not recommend planting a bed over top concrete unless you do so using containers. There is nowhere for the roots to go or water to drain without a suitable containment in place.
