a non invasive seed

Hi! I have product tags for my company and I’m looking for a small seed for my tag that folks can plant everywhere in the country but I need to make sure that it is a non invasive plant everywhere, or that it’s not a plan that is considered a weed in certain states. every state has different regulations. is it possible to point me in the right direction or offer advice?!
