sago palm has white furry looking stuff on it

A friend of mine has a sago palm and it appears female. The middle of her has white furry looking stuff on it. I took it off, pulled all her dead branches off, put fertilizer around it to help with the yellowing but am concerned about the mildewy stuff.

Judging from the photo, it looks like a really bad case of white scale.
