tomato seedlings fall over

After planting tomato seeds, they grow about 1 inch high and fell over. I use seed starting soil and water from bottom. What could be wrong?

This could be from low light or issues with damping off (from too much moisture). These articles should help: https://www.gardeningknowhow.com/garden-how-to/seeds/leggy-seedling.htm [1]
