If it is drooping, I would actually look to the watering for the tree before the light.
Check to see if the ground is soggy or not. It should not be soggy. This would mean too much water and the roots may be suffocating.
On the flip side, if the tree is in the shade of a larger tree, it is also likely competing for water with that tree. The larger tree can suck the water out of the soil very quickly and the smaller crepe myrtle would not be getting enough. If the soil is not swampy, then try supplementing water to the tree directly and see if it improves.
