Gardening Know How Questions & Answers - https://questions.gardeningknowhow.comI planted a foxtail palm last October. It was doing fine but the last new growth has not opened and it has been three months since these new fronds have appeared. Should I snip the ends of these?

I would give it through spring before cutting anything off. There are several reasons that this could be happening and weather is a big factor in that. If by spring they have not unfloded correctly, then go ahead and trim off a bit.
