Rose bushes are normally planted in the fall (Sept-Nov), depending on where you're located. Some areas can also get by with planting in spring (May-June). These articles should also help: https://www.gardeningknowhow.com/ornamental/flowers/roses/planting-rose-bushes-in-the-fall.htm
