Question: What is causing the leaves to turn yellow? Should I cut them off? The new leaves are green.

There are many reasons a plants leaves can turn yellow. This article will help you determine what it is with your plant:

Once the leaves turn yellow, yes you can remove them. The yellow means the leaves are dead and no longer producing energy. With a sago palm, only remove the yellow parts of the leaves, not the whole leaf, inless the whole leaf is yellow. Then you can remove the whole thing.
