3 Yr Old Weeping Blossom Not Flowering.

I planted my weeping blossom tree 3 years ago & it still hasnt flowered, just leaves every spring. Is there something wrong or is this normal. Any advise appreciated. Thank you.

Here is info on weeping cherry to see if something such as fertilizing, pruning, or watering is not adequate.
