3 potted plants

I have 3 potted plants on my patio:

1. Small Pear tree – has rust spots, each year just when I think it won’t return, I have been using Systhane Fungus Fighter’, back they come, someone told me I can use ‘Neem Oil’ is that correct and how would I use it please ?.

2. Maple Tree – Aphids the white woolly ones which, this morning, I have used warm soapy water & cotton buds I’ve taken all the Aphids off, is that correct and if they return what should I use please ?.

3. Not sure what plant this is, when in bloom the flowers are a blue-ie/purple colour, suddenly overnight the colour disappeared and the leaves look like they’ve got some kinnda disease, it’s planted with my bay tree in the same pot the bay trees fine, could the bay tree be zapping all the energy and should I replant them in another pot ?.

If you know of any home remedies that I could use for any of the above that would be most helpful as I like to use non chemical items, although I do understand sometimes something stronger may be required.

The first thing I will recommend is that you keep dolomitic lime and wettable sulfur around. Dolomitic lime should be applied every few months. Just a handful per container will do. Wettable sulfur will be used when you see signs of infections, which will be brown or black spotting, burned tips, or droopy plants.
