2L bottles upside down on lawn

What’s with 2L bottles upside down in people’s yards. Have seen this on numerous lawns? Are they using a compost tea? Thank you for taking the time to respond.

This could be used for compost tea, but I would suspect that this is to water a lawn without a sprinkler system. Can you include photos, so that I may see what is going on?
