Can I use the seeds from my red pepper to start a red pepper plant in a pot indoors?

You can try, but it is common for vegetables at the grocery store these days to be irradiated, which makes their seeds unable and not able to sprout. There is no harm in trying, but do not be surprised if they do not grow.
