I have a wisteria that is eleven years old and I have only got 2 very small flowers that produced one year. Every year I have beautiful leaves. It's 15 feet or more high and is located near woods and under a high tree. Any advice to help get flowers to produce on it? It does not get much sunlight.

Wisteria is growing up Incense cedar tree. Will it harm the cedar?
Yes, this vine will eventually kill the trees they grow on. If this is becoming an issue for you, then pruuning the vine back may be necessary OR you may need to consider getting rid of it altogether. These articles will help:

I HAD a lovely white wisteria that I planted 4-5 years ago but it suddenly died about two years ago. Last year I removed all the dead branches and chopped away the dead roots and stump. Suddenly last week I discovered a 6"-7" tall wisteria plant growing where I had cut all the dead roots and the stump away. It's been over two years since that plant died and now it's come to life. Will this actually become another vine with flowers or will it need grafting or anything special? Thank you.
Since Wisteria is a very invasive plant, I'm not surprised you are still finding growth from the plant. If allowed to continue to grow, you will have your Wisteria, providing it was not a grafted stock.
If your patient and curious, I would just let it continue to grow.
Make sure your trellis or support structure is in place for the vines to grow on.
Is there a wisteria that will grow in Alberta, in zone 2 or 3, or do I have to bring it inside in the winter?
Wisteria normally do not grow well in very cold regions. But, that being said, in zones 3 or less, you would need to grow it in a large container and move it to a protected area, like an attached garage.
I plan to plant wisteria, but I do not find either plant or small branches.
You may be able to locate a plant at a local garden center or nursery.
Do you know anyone who has a plant? You could propagate a cutting.
Also it may be possible to order a plant. Search for 'wisteria plants'.

My wisteria is about seven years old and first bloomed, rather pathetically, last year. It produced ten rather anemic flowers this year, which appeared to gradually shrivel. Since then it has lost all its leaves! There appears to be tiny buds forming now. Any ideas?
You may need to add some phosphorus to the soil. These articles may help: https://www.gardeningknowhow.com/ornamental/vines/wisteria/wisteria-blooming-problems.htm
