I have several natural vines in plants that are cluttering my outdoor planting area. Attached are some pics and they are overtaking the yard and sidewalk. I think I just want to get rid of them there's just too much stuff I moved into this house last Christmas and it was nice to start off with but they're overtaking everything. What's the best way to dig them up and just start over with a fresh planting area? Thanks
All of that was planted, but all of that is highly invasive. You will have to scorch that portion of garden plot. Either with fire, or boiling water. Even chemicals can help, but there are less harmful ways. Dig up everything then pour boiling water over it again. It will still try to come back but you will be able to control it easier at that point.
Our new home has so many weeds I am not sure if I am to plant grass seed, use a weed and seed or just a weed killer to allow what grass there is to grow?

Oh boy... Even when used properly, the half life of this product is 30 to 60 days. It could be up to two months before the ground is suitable. This is a selective herbicide, that doesn't usually effect grass. Under no circumstances should it kill grass unless it is used way out of proportion to the label.
Follow all instructions on the packaging when it comes to toxic chemicals such as this, since they are likely to cause issues with runoff in groundwater, and getting into sewer systems.
In the US, these particles can be found in our water supply on occasion, signaling that it does not get destroyed completely by chemical or filtration systems.
Please take care in following all instructions on the label when using dangerous chemicals, and hopefully you can reseed in a month or two.
Heavy clay in soil; does this contribute to weeds?
I'd say that right now is your perfect window for applying pre-emergents! The clay doesn't, necessarily, contribute to weeds, but it doesn't help things out either.
