Leaves drooping & turning brown...too little or too much water?
You will need to check the soil. It should be a good quality potting mix that drains well.
The container should have drainage holes

How soon after fertilizing tomato plants can I water them?
You'll want to water the plants thoroughly BEFORE you fertilize, otherwise you'll risk burning them. The fertilizer will slowly soak into the moist soil. Wait until the top couple inches of the soil is dry before watering again.

Most of the plant looks great and is flowering and producing new fruit but on some of the new growth near the top the leaves get darker and very shriveled & dying. I've looked up a bunch of things it's good but none exactly match what I see on my plant. I am think some sort of nutrient defenciany maybe but I don't know
I do agree your plant looks very healthy.
Check the articles below, but I would also suggest feeding them with some Epsom Salt.

what is the yellow stuff growing in the soil around the base of a tomato plant, I scraped it off and grew back-- what should I do-- thank you
Sounds like you have slime mold in your garden, and that will definitely be the case if you've used mulch or grass clippings to help with weed control. There are multiple types, some are powdery, others are wet. If the yellow stuff looks similar to the photo in this article, that's definitely what it is:

my tomatoes are 7 ft tall, lot of blooms, tomatoes do not develope, it's a new bed, garden soil, sand, vermiculite, black cow cow manure, lime. What do I have too much of, and how do i fix it?
There can be a few reasons for lack of flowers and fruiting.
I would also suggest a soil test to determine the nutrient levels.
