What color does it bloom, or does it? There are many types of rosemary, so it is definitely possible that this could be another variety. This article may help you determine what you have: https://www.gardeningknowhow.com/edible/herbs/rosemary/rosemary-plant-varieties.htm

If the substance were powdery in nature, I would say powdery mildew. However, in this case, it sounds more like you have a pest of some kind, perhaps scale, spider mites, or even whiteflies. They can sometimes be hard to see., so check the plant carefully for pests. Spraying it daily for a week or so will help to reduce their numbers and treating the plant with an organic pesticide should finish them. These recipes will help with that: https://www.gardeningknowhow.com/special/organic/natural-home-pesticides-organic-garden-pest-control.htm

In addition, you could try treating the plant with neem oil. Here is more information: https://www.gardeningknowhow.com/plant-problems/pests/pesticides/neem-oil-uses.htm

It is likely a fungus. I would treat it with a fungicide, like neem oil, to help it recover.

It could also be due to pests. At any rate, neem oil can be an effective treatment in both instances. Here is more information: https://www.gardeningknowhow.com/plant-problems/pests/pesticides/neem-oil-uses.htm

Spring and fall are the best times to transplant rosemary. Be gentle, however, as rosemary does not typically like to be disturbed. Once transplanted, give it a light dose of fertilizer and water regularly, but not too much.
