The tree is 3 years old. Last year it produced only one fruit. This year, no leaves, no flowers and if there were any buds, the birds seem to have developed an interest in them. Is my tree dead? Should it have been watered daily or weekly? My husband said the tree only needed to be watered the first year. Is that true?
Do the branches bend or break off?
Do the bark scratch test, if you scratch under the bark and see green, the tree is still alive.
If under the bark is tan or brown, the tree has died off.
On average your Peach Tree should receive 36 inches of water per year.
You will need to water regularly to reach this amount.

We planted two Peach Stellar Starfire (Prunus Persica) trees 2+ years ago. They came from a nursery and were about 5 ft when we planted them. As of today, the trees have few leaves and have never produced any fruit. They are clearly diseased. Can I expect the trees to live, produce more leaves and possibly even peaches? Or can I take them out of the ground and plant some perennials?
I'm sorry we did not receive the images.
There can be several reasons for no fruit on trees.
Peach Trees also can be infected or have issues with several diseases.
I've listed several links to some articles to help you.

My peaches have sap oozing out of them, then they die or fall off before maturity. What can I do? I read the comments on thinning and I am going to try that.
It sounds like your tree may have brown rot. I've attached a link that has more information on that fungus;

Why are the peaches deformed and showing necrosis from the inside out? I am seeing small, black flying insects around the tree but no obvious signs of biting or fruit invasion. The peaches are beginning to ripen, but have additional "piggy-backed" peaches attached to the original peach. Can you tell me what the problem is and how to prevent this for next year's crop? I pruned the tree back in February and also fertilized it with organic fertilizer. My tree is approximately 3-4 years old. Thank you for your time and assistance.
Your plant has began to reach the end of it's lifecycle.
If your plant produced a 'pup', it can be removed and potted.

Will it kill my tree or ruin my peaches if I water it when sun is out?
Since watering is done at the soil level, you can water safely when the sun is out.

Why do I have curly leaves?
Leaf curl on peach trees is caused by a pest problem or drought. This article may help you identify and treat whatever is causing your Peach Tree leaves to curl: https://www.gardeningknowhow.com/edible/fruits/citrus/curling-citrus-leaves.htm
We have one peach tree in our backyard. This year it has developed black pod-like things on the limbs. They are about 1/4 - 1/2" in length and are wrapped on half of the limb. They appear to have white seeds or eggs inside them. What can we do to get rid of them? Are they bugs or worms? Will they harm the peaches and/or tree?
It sounds like galls or a fungus of some type, possible even black knot. A fungicide may help. This article will help determine if black knot is infecting your tree: https://www.gardeningknowhow.com/edible/fruits/plum/black-knot-tree-disease.htm
