The leaves are dropping off on some of the stems. Am I watering it too much? Many thanks.
You could be watering too much or too little, the signs might be similar. This article may help you identify and correct whatever is making your leaves drop: https://www.gardeningknowhow.com/ornamental/shrubs/oleander/oleander-plant-diseases.htm
With the mild winter in TX, my oleanders finally bloomed but now (late June) the leaves in the bottom part of these shrubs are turning yellow and falling off. How do I stop the yellowing and also promote the blooming again?
Yellowing leaves on your Oleander may indicate overwatering.

My oleander is very green but is flopping to the sides and has not produce a single flower. What could be wrong with it? When I bought my oleander, it was standing up on its own. Now it flops to the sides and hasn't produce a single flower. It's 5 ft. tall and the branches are long. How do I fix this?
You can prune and trim back to encourage a more bushy plant.

The plant is about 60 cm in a pot. The upper part of the stems which have flower buds on then, are drooping. There is no sign of pests, it has been watered and is neither soaked nor dry.
Oleanders branches can become droopy if the blossoms are large and to heavy.
If you see not other signs of plant health, this is most likely the issue.
Pruning can help you correct and tidy up the plant.
If you seen any continued decline in health of the plant it could be Oleander Leaf Scorch.

My fuchsia colored oleander shrub blooms during spring and early summer. How do you keep them blooming all summer? I see a lot of them ( in Dallas, TX) blooming all summer. After it blooms, it puts off bean pods.
Oleander is a continuous blooming plant from summer into early fall.
Optimizing flowering means making your plants happy and healthy for a long bloom period.

The leaves of my 5 ft. high oleander have started to wither, dry, and fall off. It appears the bush is slowly dying from the bottom up, around the middle only. What's wrong? Two other oleanders are healthy and green. The dying shrub is situated between the other two healthy oleanders.
Oleanders generally are quite disease resistant. The fact that healthy plants are right next too the stressed plant could indicate insects or fungus issues. Remove the dead material and dispose of. Treat with Neem Oil, as this works as both an insecticide and fungicide.
Remember to use protective clothing and gloves when working with Oleanders.
Check watering if the weather has been dry. 2 to 3 inches of hardwood mulch can help with moisture retention.

Why doesn't my oleander bloom?
Oleander blooms on new growth, so pruning to encourage healthy growth may help. Only prune before the growing season for that reason. This article may help you:
