Yellowing leaves typically indicates that the plant is getting too much water or is not being watered enough. This is the most likely scenario.
Other possibilities...
Did the leaves start turning yellow on the tips and along the margins? If so, then oleander leaf scorch might be to blame.
I know you said no insects but I would re-check the undersides of the leaves for sucking insects such as the oleander aphid. They suck nutrients from the plants causing leaves to yellow.

Do I remove all last year's old flowering bracts or do flowers form from these?
Any literature on pruning oleanders I have read does not mention removing the flowering bracts. When pruning an oleander the focus is usually on the limbs, which you prune if they are dead or damaged or do not fit into the shape of the shrub you are trying to maintain.

How often do you water oleanders that are almost dead from lack of water for about two years. They were well established at one time and some are coming back and some aren't. My friend says 20 min a month soak. What do you say?
Oleanders are a drought tolerant but that does not mean they don't need water.
Every 3 days and a deep watering will make your plant happy.

There is no easy answer to this question as it could be due to any number of things. A photo would aid in my identification but I will give this my best shot.
Your oleander could have a leaf spot fungus. For more information on leaf spot fungus and a prescribed course of treatment, please visit the link below. If it is in fact leaf spot, then you will want to be sure to water the plant at ground level (versus overhead) to keep the foliage dry.

What do the spots look like - large or small? If they are real tiny then your oleander may have an insect issue such as spider mites or thrips. I would inspect your oleander thoroughly for insects.

If your plant is heavy with flowers, it may want to lay down....
you can use hoop supports to help the plant stand up.
You should be able to find the proper size and support hoop at your local garden center.

Don't dead head finished flowers, these will be the first flowers of the following season.

I have ignored my oleander bushes for over 10 years, watering them very little and they still grew to over 10 feet. Now my entire hedge seems to be dying, starting in the middle for no apparent reason. What kind of pests do oleanders get and can I save any of them or should I take them out and plant new ones?
I believe your Oleander may have suffered leaf scorch.
