I planted 20 small mail-order lilacs as a hedge earlier this spring, 3 1/2 ft apart. They are about 18" high, but the leaves seem to be small and withered, hardly any growth. They were planted in a trench with compost mixed in and watered with drip irrigation. The soil is heavy clay, but takes the water well. Comments on growth please.
Plants have a difficult time growing in clay-like soils, as it can restrict their root growth. I would recommend that you fix the soil around your plants. This article will help with that: https://www.gardeningknowhow.com/special/organic/how-to-easily-improve-your-clay-soil.htm
My lilac has never bloomed, why? Planted it 3 years ago, bought from Lowes. Was 3' when purchased, now is 5'. No flowers. Neighbors have flowers, but they're like 30 years old.
There could be a few reasons and this is a great article that will help you pinpoint the issue.

I am from Armenia and I had grown many kind of lilacs in my garden. However, I do not know if it is blooming in this area or not. I want to by yellow Primrose Lilac, but I am not sure if it does bloom here. Please help me with this question. Thank you.
This lilac is typically hardy to zones 3-10 and should do fine in your area.
The leaves are turning brown in the center.
This could be either bacterial blight or leaf spots.
Here is a link that explains both, you can compare the exact descriptions.
Clean up any dead material at the base of the plant.

Can you plant the seeds on a lilac bush and get them to grow into a bush plant? Our bushes are loaded with seeds and we wanted to know if we could plant those seeds and get a plant to grow from that. If so, is there a better time to plant the seeds and how to do so?
It is possible to plant them from seed but this method will take longer to grow the shrub and years to produce flowering. A much better and easier way of propagating lilac is through cuttings. This article will help:

I have three established lilac bushes I would like to transplant to a different area of the yard. When is the best time of year to transplant the lilac bushes?
Yes. Most transplanting takes place in spring or fall (preferably fall). If you can ensure that the majority of the roots and surrounding soil is lifted and replanted in an area with suitable growing conditions, you'll have a greater chance of success. To reduce shock, trimming may help.
