I used small branches and leaves of lemon trees for mulch in my veggie garden. After about a month, my veggies died. Any advice?
Leaves can certainly be used to mulch around vegetables and flowers.
You do need to shred the leaves first. If you don't shred the leaves, they can block air and water from reaching your plant.
You also need to make sure that you don't apply to thick of a layer of the mulched leaves.
Please, could you let me know what is wrong with my lemon tree? There are funny spots on the leaves.
There could be a few different reason. Insects, fungus or environmental issues.
Here are a few articles that you may be able to pinpoint the issue.

I keep my lemon tree indoors through summer and winter but crawling bugs get in the dirt. How can this be because I never take it out of my house? What can I do to get rid of the crawling bugs?
It is not uncommon for insects to make their way into our indoor plants.

I live in Phoenix, AZ. I think my lemon tree is on its last legs. It had a crop last year but very few buds and green lemons this year (I counted maybe 20!). It's about 15 years old. The trunk is in full sun for maybe 4-5 hours in summer and the previous owner never painted the trunk. Pic is uploaded. I have thought of taking it down and replacing it. Comments? Thanks.

We are affected by the prevailing winds blowing directly in from the beach. Our newly planted lemon is looking off color (leaves losing their luster and color). Is there a solution to this?
Hardiness for Lemon Trees is zone 9-11.
Strong winds can disfigure a Lemon Tree and cause loss of leaves.
A sheltered area is needed for your Lemon Tree to grow and successfully produce fruit.

How large should starter trees stay in a pot before going in the ground and what time of year in zone 8 is good? Thanks
The optimum time of year is late winter to early spring.
You can plant your tree nearly any time, but you will need to take some extra precautions.
Planting in summer can done, but you just need to make sure you water regularly and do not let the soil and roots dry out.
Newly planted trees have little defense against heat and dry winds, so you will need to carefully monitor the trees.
You can leave the tree in the pot with the same attention to water and weather conditions and wait for a drop in temperatures to plant.
