I have an established knock-out rose that has done wonderful for years. I have 3 more growing in the same area. They receive the same amount of light and water. One is looking terrible. It looks as though it is dying. Thanks for any help you may give me.
That one rose may have a boring insect getting at it, a close up investigation is needed to see if there is any such damage. Also, dig down towards its roots a bit in one area to see how things look, do so carefully though. It could also just be that particular bush. Over the years I have had a few that just do not seem to have the same will to live and thrive that the others do, even though they may be the exact same type of rosebush. Check the soils moisture and make sure it is not getting shaded somehow so as not to get the sunshine she needs.
A friend gave me some roses in December and they were outside, unwatered, still in pots looking real dry. Is there still hope they will bloom? Is there something I can do to assure they will grow and bloom? Thanks.
I would recommend watering them lightly. Then when the weather warms up a bit more (Spring) plant them in your garden or move them to bigger pots. Here are some article links for you too.

I purchased 10 knockout roses nearly 2 years ago. Planted about 20' in from a narrow 2 lane private road (very light traffic). I created a bed used landscape fabric, and small white marble stones as a mulch bordered by decorative landscape blocks in front with a white picket fence behind. I fertilized them once with a fertilizer designed for roses. I would expect by now (?) the bushes would have filled in nicely. Wrong....they are alive but they haven't grown much larger than the day I bought them. What do you suggest? Thank you.
When rosebushes are not taking off, the first thing I think of is that there may be something not right about their soils home. I would dig out a soils sample in 3 to 4 places along the rose bed and have the soils tested. Let them know the problems you are having so they can look specifically for things that may be causing a problem. soils pH can be a big problem as the pH not being right can lock up available nutrients in the soils so that the root system just cannot take them up and use them properly.

I put styrofoam cones on them for winter but when I took off the cone, the leaves were still attached and very dry. Do I take all the dead leaves off my knockout roses?
The best time to prune knockout roses, and get those dead leaves off, is in the early spring.

The entire leaf is gone with only the veins left. Unable to see any insects on stems or flowers. Flowers are not affected.
Sounds like a worm of some kind (likely the rose slug) that is feeding upon the roses. Here is a link to an article on them for you: https://www.gardeningknowhow.com/ornamental/flowers/roses/rose-slugs.htm I recommend spraying the rosebushes with an insecticidal soap for quick help and then perhaps give them some Bayer Systemic rose and flower care granules. I do not like using the systemics, however at times a treatment is needed to gain control over a formidable foe.
Can you prune knockout roses before they are a year old or do you have to wait?
You can prune Knockout roses if you need to do some shaping pruning. They will do fine without deadheading pruning. I just prune them up a bit as needed for shaping and removing dead cane material in early spring once they form leaf buds. That way I know how much is truly dead. The leaves of the bush have brown spots and it looks like something is eating them but I couldn't see any bugs on the bush.
This sounds like a night feeding worm or perhaps a fungus if the spots are more black. If it is the might feeding worms you can usually catch them at their work by going out well after dark with a flashlight and investigate the foliage. Spraying with a good insecticide being sure to get some spray up under the leaves will usually get them. You can also get some Bayer Tree and Shrub granules and sprinkle the correct label amount around the rosebushes and work it in lightly, then water well.
