I have two jasmine plants in the garden that have been in there for about four years but not had any flowers. Any ideas why?

I would treat this with a horticulture oil such as Neem Oil.
You also can make your own insecticides.

My Jasmine plant was looking great and just all of a sudden in the last week or two, the leaves started turning yellow and just falling off.
Watering issues can cause the leaves to yellow and drop off.
Check the soil, it should be moist but never soggy.
Also look for signs of pests or disease, yellowing leaves could also be due to these issue.

Jasmine leaves are spotted with off-white patches. How do treat this problem? I do not have a photo.

I have kept my jasmine watered but it is drying up. All leaves are brown and dead. It is still in the pot from the nursery. Before it is completely dead, what should I do?
Maybe you have overwatered it. I saw jasmine plants growing in California, and while they were in gardens that people watered, I think they can survive well with out a lot of water. Bring it back to the nursery where you got it and ask them. I have had plants that I overwatered, and when i let them dry out, they all of a sudden revived. Then i only watered them lightly. Or let them dry out in between.

I have purchased two of these plants in 7 cm pots, so they are very young. Should I transfer to larger pots and plant out next year or is it ok to plant this now - and will they survive winter if I do? If I need to repot them, should they be brought indoors in the winter?
If the plant is already in a container with soil around its roots, it should do fine planted in the ground. Water it the day before you transplant so the soil will hold together better. Plants in the ground survive winter much better than plants in containers. You could also consider protecting it this winter with mulch:
