Was given a Hibiscus tree. Sparse leaves and what leaves there were had transparent edges (the green matter gone but skeleton of leaf intact. Also some leaves have yellow-brown edges that are soft. What could be the problem?

how do I get rid of these without poison. They are in my veggie garden and dropping blooms on hibiscus.
There are many red bodied type insects so identifying is difficult without an image.
Most insects can be treated with Neem Oil. Neem Oil is organic, safe for people, pets and Bees.

I moved and there is a hibiscus shrub in the yard. It is constantly blooming, but there is thick green scale on branches and where new stems branch off. I was going to cut away the branches, but I did not know if I need to wait for a specific time. It is spindly, I would like to top it off to make it more compact. Also, there 1 branch with rolled up dead leaves and what looks like spider webbing. I never cared for outdoor plants, this is the first time I trying gardening. I believe hibiscus use a NON Acid fertilizer, am I correct?

Is there a type of Hibuscus that has 4 (four) petals?
There are over 200 species of Hibiscus and they are hybridizing varieties all the time. I don't however know of any that have 4 petals.
