I was going to repot my Hibiscus and noticed there are black spots all over the underside of the leaves and it kind of looks like spider webs on some of the branches. What do I do? The plant is inside.

I have two hibiscus (1 1/2 - 2 inch diameter and about 5 1/2 feet tall). They have been pruned back many times and the blooms did not start until about two feet off the ground. We had several days below 32 degrees. I covered the plants and base, but all leaves are gone with no sign of buds, even pruned all branches back at least a foot.
If the stems are still alive, they will regrow their leaves and there is also a chance the roots are alive and they will regrow from the roots. I would give them a month, and if you do not see growth by then, they are most likely dead. These articles will help you as well:

I bought two small hibiscus trees and some bushes. I live in Jacksonville, Florida. Should I plant them in the ground in pots to bring them indoors during the winter months? Or will covering them on cold nights be enough in the winter?

The tree did not have them when I bought it, but it now has little black ladybug looking insects on it. And now there are holes in the leaves. What can I use to get rid of these pests? We reside in Atlanta, Ga.

What does the yellowing of plant leaves on the hibiscus plant indicate? How does one treat this condition? I recently planted (2) plants here in south central Florida. The plants look great. It sounds like your hibiscus has black spot fungus. Treat the tree with a fungicide. I personally like neem oil as it will also take care of any pests on the plant too.
