I have an established desert rose plant in a pot. I think it needs to transplanted into a larger pot. Not sure when to do this. The plant has never bloomed for me. I place outside in the summer months, seems to do well until late August or September when the leaves start to turn and fall off. I have managed to hold it over through the the past few winters.
Many desert roses lose their leaves in the winter, so that's no problem. My guess on why you've never seen flowers is insufficient sunlight.
Desert rose don't seem to mind being tightly potted, but if you want to repot, these tips should be helpful: https://www.gardeningknowhow.com/houseplants/hpgen/learn-more-about-repotting-houseplants.htm
I like to use a potting mix composed of 50-50 cactus soil and perlite. I think a good time for repotting would be late spring/early summer.
I have a desert rose plant with seed pods and I would like to plant the seeds. What is the best method for collecting them?

I forgot to bring our plant in during a recent frost - can we prune it back?
How badly was the plant damaged in the frost? Since the plant's exposure to the cold was seemingly short, the roots may not have sustained damage since they were insulated by the soil. You should prune away any leaf or stem issue that is discolored from being frost bit. The plant might perish if the bulbous lower stem gets soft and mushy.

Just need to know how and when do I get the seeds? How do I know when it is ready?
You should very carefully wrap plastic around the pod before it splits open to catch the seeds before they go airborne - the seeds have whiskers and will fly away. The seed pod will change color, from green to brown and eventually crack open to disperse the seed.

I've had my plant for about 6 weeks. It was blooming at the time. Since then it has stopped blooming and has actually dropped buds and the leaves look dry and brittle. I don't have a lot of sunlight in my home, but I have it in my kitchen window where it gets a small amount of natural sunlight but I do have a bright fluorescent light on all day. I have noticed a few little bugs on it.
They do need bright light and even light, so turning it every few days.
Watering thoroughly and allowing to dry slightly between waterings is important.
Your indoor environment may not be the right growing conditions for this tropical plant.
Dead head the spent flowers.
Treat the pests with Neem Oil.
Increase the sunlight.

I have a desert rose with no other desert rose around it. About a couple weeks ago, a seed pod started on it. How long does it take for the seed pods to open?
Here is a link to help you.

One of my Desert Rose bushes grew a pod that looked like horns. They have opened and produced fuzzy seed-like things that resemble "Poplar fuzzies" from up north. Are these actual seeds and, if so, how do I plant them? Do I dry them out or plant right away. Thank you for any info.
Wait for the seed pod to form and dry on the plant. I would recommend wrapping plastic around the pod before it splits open to catch the seeds before they go airborne. For more information on desert rose propagation, please visit the following link:
