Can I transplant an outdoor tree and, if so, does it have a deep tap root?
Bird of Paradise (Strelitzia) does not have a tap root. It has a fleshy root system. If you live in a tropical area and can find a spot that meets its light and water requirements, yes you can plant it outside with success. My Bird of Paradise keeps getting a sticky substance on the leaves. What is it? Do I harm the plant if I wash it off? What would you recommend if it is ok to wash it off?
The sticky substance could be honeydew, which is a secretion of small plant-feeding insects such as aphids and scale bugs:

Check the plant (and surrounding houseplants) for any insects. The best way to get rid of honeydew is to control the insect pests- you can find information on control options by following the links in the article above. Washing the plant is fine, and it might knock off some of the pests too.
I had a thriving bird of paradise plant, which spread and became several plants, all blooming...don't know the type, but mostly orange, which suddenly started to yellow and the leaves look dry. We have an irrigation system, so they got water as usual twice a week, though we had less rain than usual. They are unsightly now. Should I just cut everything back to a few inches above ground? Or just the worst leaves? Do they need fertilizer? We had a cold spell, but it didn't freeze here.(30 miles west of Daytona, FL) Also, the article said it could be from too much water or too little and I don't really know which is true, though too little seems more likely. Will these plants come back after cutting, or just leaving alone, or should I just start over? I'm from Minnesota, never dealt with tropical plants before.
Your Bird Of Paradise may need more water and it could be time to divide the plants.

Our puppy used one of our beautiful birds of paradise as a chew toy recently. The bloom was probably about 5-6 ft tall and is now down to stalks about 1-2 ft tall. Is this plant salvageable? Do I just need to prune the chewed stalks and let it regrow?

I was moving one of my birds of paradise and a stalk broke away from its roots. Can that stalk be saved or is it doomed?
If the broken stem has some roots attached it very well could survive.
Place it in a pot of good quality potting mix.

My Bird of Paradise plant had, finally, after five years first two flowers. But before it would bloom, it started to turn brown and was dying. Does anyone know why? I had to cut both off and when looked inside, the flower was soggy and dark brown.
There are a few key needs of a Bird Of Paradise for it to flower successfully.
It need plenty of sunshine, water when the soil dries at the surface, the roots need to be constricted, regular fertilizer during growth period.
